We arranged by telephone to meet for a quote on a Friday. Starting early that Friday, Mr. Jarrett called to change the appointment time three times from first thing in the morning to early afternoon, then to late morning, then to "in about half an hour" (mid morning).
When we met, I described what I wanted. Mr. Jarrett was somewhat argumentative until I firmly stated I want what I want, along with my specific reasons why. Then he said it was no problem to do that. I also explained that I needed to get the masonry work done prior to a re-roofing job that I was trying to schedule.
I called Mr. Jarrett the following Monday morning (3 days later) and asked whether could tell me the quote amount. His response was, "You'll know that when you get the quote in the mail." I stated that I would like to get the work done that week, if possible. Then, Mr. Jarrett immediately became quite angry and said I should get another company to do the work. His being perturbed seemed needless to me. I responded I was simply asking whether the work could be done that week, and if not that week, when? These seemed like obvious and legitimate questions to me. Thinking he had calmed down, I then told Mr. Jarrett I did still want a quote and asked when I should expect it. He quite specifically responded the quote would go out in the mail that Monday, and told me I should expect to receive it the next day (Tuesday) or the following day (Wednesday).
No quote arrived by the following Monday (7 days later). I called Mr. Jarrett on Tuesday morning, which was 8 days after he said he would mail the quote and 11 days after inspecting the proposed work site. I left a voice mail requesting status of the quote. Later that day, I received a return voice mail from Mr. Jarrett stating he was not going to quote and "anyway, I'm calling you back."
