The trash cans are not completely emptied. They leave the trash cans and recycling can in the street. The cans block the parking space in front of the house. I have to get out of the car to move the cans so I can park. The cans are left such that they can blow into the middle of the street and block traffic. The cans are left such that on a windy day the lids can blow away.
