Lawler installed a water heater too close to the main electric service box (only 18 inches), in violation of building code (National Electric Code, Sec. 110-16, which requires 36 inches of clear work space), then refused to move it without an exorbitant charge. Electrician would not work on the box until water heater was moved. Had to pay a plumber to move the water heater, for which he charged half of what Lawler demanded.
