Tom Winter and his assistant rebuilt two small decks on my house and did a decent job, except they failed to return as promised to paint certain portions of it. I had already paid for everything like a fool and provided a good recommendation to Angie's List as Mr. Winter requested, so there was no incentive to finish the work. I covered the decks through the winter season to protect it and kept sending emails. After eight months when I had already primed everything and painted most of it myself, he sent his assistant by to finish the job. I will never again use or recommend Winter Construction.
